Measure the light before you buy anything. "Low light" is a number, not a vibe: the University of Florida's extension service puts it at 25 to 100 foot-candles at mid-day, the University of Minnesota's at 50 to 250. A phone app gets close enough. Then pick plants rated for it. If you have a cat or a dog, check the species against the ASPCA's database, not the plant tag: four of the ten below are non-toxic, six are not.
"Low light" in units you can actually measure
A foot-candle is, in Illinois Extension's definition, "the amount of light that one candle produces, measured one foot away." Outdoors, it says, sunlight "may be 10,000 to 12,000 foot-candles." Indoors you work with a rounding error off that. Three extension services publish thresholds, and they do not agree:

So: treat anything under roughly 250 foot-candles as low light; under about 100, only a short list will do more than slowly decline. Minnesota's rule of thumb is a level "bright enough to read a newspaper."
Most phone meters report lux. One foot-candle is one lumen per square foot and a square foot is 0.0929 m², so 1 ÷ 0.0929 = about 10.8 lux to the foot-candle; UF/IFAS puts it as "about a factor of 10." The bands above are therefore roughly 269–1,076 lux (UF/IFAS low) and 538–2,691 lux (Minnesota low).
Read at mid-day, at the spot the pot will sit, sensor facing the window. UF/IFAS's caution on phone apps holds: their accuracy "varies based on the specific device and calculation method," and they "should only be used for approximations." You are choosing between bands, not calibrating an instrument. Two of its anchors set the scale: a north-facing window "may never reach even 400 ftc"; an office lit only by fluorescents is "often 40 ftc or fewer."
What a Toronto winter does to your window
Everything above is generic. This is not. The sun figures for 43.65° N, 79.38° W (downtown Toronto) in 2026:

December is 6 h 31 m shorter than June (58 per cent of the daylight), and the sun never climbs above 22.95°. That is what the latitude requires, not a quirk of one data source: at the June solstice the noon sun sits at 90° − 43.65° + 23.44° = 69.79°, matching the table exactly.
Length and angle compound. NASA's POWER climatology for the same point, averaged over January 2001 to December 2020, gives an all-sky daily solar energy of 1.1652 kWh/m² in December against 6.0821 in June: about 19 per cent of June's. That is a horizontal surface outdoors, not what lands on your leaves; it is the ceiling everything indoors is measured against.
Then the bearings. On December 21 the sun rises at 122° and sets at 238°, staying south of due east and west all day. A north-facing Toronto suite gets no direct sun at all between the September and March equinoxes, and only a sliver at the ends of a June day, when the sun rises at 55° and sets at 305°. If your only glass faces north you are in the low band year-round, and the only fix is a lamp.
Your neighbour's balcony is a shading device
The slab above your window blocks high sun, not low sun, the opposite of what most people assume. The shaded drop down the glass is the balcony's projection multiplied by the tangent of the sun's altitude. For a balcony projecting 1.8 m, at solar noon on a south-facing wall:
- June (69.79°): 1.8 × tan 69.79° = 1.8 × 2.72 = 4.89 m of shade: the whole storey.
- December (22.95°): 1.8 × tan 22.95° = 1.8 × 0.42 = 0.76 m: the top of the glass only.
Measure your own projection and redo the arithmetic; a 1.5 m balcony gives 4.07 m and 0.64 m. A south-facing unit with a deep balcony therefore loses its summer sun and keeps most of its winter sun, the reverse of the pattern people plan around. It does little for east and west windows, where the sun is low whenever it shines in.
Dry air is the other condo problem
Health Canada says "Relative humidity should be maintained at 30-50%" (advice aimed at keeping mould out of the building, not at pleasing a fern), and its formaldehyde guidance gives the seasonal split: "keep the humidity at around 50% in the summer and 30% in the winter."
The Toronto Master Gardeners put the consequence plainly: "Winter dryness is a real problem for many houseplants. It has been said that the average centrally heated home has a humidity level similar to that of the Sahara Desert." Their fixes are cheap: group pots, stand them on moist pebble trays, move them to the bathroom, run a small room humidifier.
Do not solve it by cranking a humidifier
That range has a ceiling as well as a floor. In a suite with floor-to-ceiling glass, pushing the whole home toward 50 per cent in January puts moisture on cold glass and frames, which grows mould rather than happier plants. Raise humidity around the plants, not the building.
Ten plants that cope, and what the ASPCA says about each
Light ratings are the NC State Extension Gardener Plant Toolbox's own categories: "deep shade" is its label for "less than 2 hours to no direct sunlight," "partial shade" for 2 to 6 hours. Toxicity is the ASPCA's database entry for that exact botanical name, linked on the plant name.

If your pet chews, start with the top four. NC State calls cast iron plant "a good specimen for planting in dense shade," notes it is "intolerant of direct sun," and says to water "regularly spring to autumn… sparingly in winter." Parlour palm wants only "low to medium humidity levels," which helps here, and NC State names your window: "Try to keep near a north- or east-facing window if possible."
Boston fern is the trap. It is shade-tolerant and non-toxic, but it "needs high humidity and moist soil that should never be allowed to dry out". That is the one thing a Toronto condo in February will not give it. Buy it only if you will run a humidifier or keep it in a bathroom, or take the 'Dallas' cultivar, which NC State calls "tolerant of low light and less humidity." Spider plant is the reverse trap: NC State rates it for deep shade, but Illinois and Minnesota both file it under medium light, so give it your brightest low-light spot, not the dark corner.
Of the toxic six, the snake plant and the ZZ are the easiest. Snake plant (now Dracaena trifasciata, still filed by the ASPCA under Sansevieria trifasciata) "tolerates low humidity" and wants water only "every one to two months" in winter, though NC State's own placement advice is a spot getting 2 to 6 hours of direct sun. The ZZ does "best with bright indirect sunlight" despite growing "even in areas with only fluorescent light," and wants water "only once a month in winter months when it is not actively growing." Pothos "survives for long periods in low light." Peace lily is the one here that flowers in a dim room, but NC State warns that "cold and drafty conditions, specifically temperatures of 40 to 60 degrees F, will slow growth considerably", and a condo entryway offers exactly that.
Pet toxicity: check the species, not the genus
Six of the ten are toxic. Read the ASPCA entry, not the shelf tag.
The mechanism is mechanical, not chemical. ASPCA Poison Control explains that the leaves, stems and stalks of the calcium-oxalate plants "contain very small, needle-like crystals called raphides. When the plant is chewed on by a pet, the crystals are released into the mouth, causing irritation and pain." The signs its database lists for pothos and peace lily are word-for-word identical: "Oral irritation, intense burning and irritation of mouth, tongue and lips, excessive drooling, vomiting, difficulty swallowing." For that group it says "the severity is low. Many exposures can be managed at home, and long-term effects are not expected", but attaches a condition that usually gets quoted away: "Rarely, with large exposures there can be significant stomach pain or swelling in the back of the throat, leading to breathing difficulty."
Snake plant is not in that group. Its toxic principle is saponins, not oxalates, and the ASPCA's clinical signs are "Nausea, vomiting, diarrhea." NC State adds "vomiting (occasionally with blood), depression, nausea, diarrhea, anorexia, hypersalivation, dilated pupils (cats)" and rates its poison severity low. The oxalate reassurance does not carry over to it; the low severity happens to.
The ZZ plant has no ASPCA database entry. Its A–Z list under Z holds three plants (Zebra Haworthia, Zinnia and Zucchini Squash) and no Zamioculcas, checked in full. What the ASPCA does publish is its October 13, 2025 Poison Control article, which names "ZZ plant (Zamioculcas spp.)" among the insoluble-calcium-oxalate houseplants it gets the most calls about. NC State rates the species "medium" severity, principle calcium oxalate, symptoms "diarrhea, vomiting if leaves are consumed in quantity." Treat it as toxic.
Match the Latin on the pot to the Latin in the database, and never read a species entry as clearing its relatives. The ASPCA's entries are usually species-level (Chinese evergreen is Aglaonema modestum, Boston fern is filed as Nephrolepis exalta bostoniensis), while the same organisation's Poison Control article lists whole genera, "Chinese Evergreen (Aglaonema spp.)" and "Philodendron varieties (Philodendron spp.)", as oxalate-bearing. A different Aglaonema on the tag has not been cleared by that entry.
If something is eaten, ASPCA Poison Control is (888) 426-4435 (a consultation fee may apply). For a child, the Ontario Poison Centre at SickKids is 1-800-268-9017, toll-free, "24 hours a day, every day of the year in any language."
Winter care: water less, not more
The single biggest mistake is carrying a summer watering routine into a Toronto January. Minnesota Extension states the mechanism: "In environments with less light, plants grow more slowly and use less water. Avoid overwatering by feeling the soil." The Toronto Master Gardeners price the error ("It is generally agreed that overwatering causes about 90% of houseplant problems or death") and give the test: "Insert your finger to the top of your fingernail into the growing medium. If it remains dry then it is time to water."
Three habits that matter more in a condo than in a house:
- Keep leaves off the glass and out of the airflow. The Master Gardeners warn against spots "exposed to considerable temperature fluctuation (e.g., near a drafty window during winter)." A fan coil blowing on a plant does the same job as a draught.
- Water until it "runs out the bottom of the pot," then remove the extra water. The Master Gardeners are blunt: "Never leave the pot standing in water." Take it out of any decorative sleeve first.
- Put any lamp on a timer. Illinois Extension says a "duration of 14 - 16 hours is sufficient" and not to exceed 16 because plants "need a rest period too"; Minnesota sets total light hours, daylight included, at "12 to 14 hours" for foliage houseplants, fixture "12 to 24 inches" away.
The balcony is not legally yours
The Condominium Authority of Ontario is explicit that balconies are "the most common examples" of exclusive-use common elements and that they "are owned by the corporation but owners can use them exclusively." Two consequences follow.
Your board can regulate what happens there. Section 58 (1) of the Condominium Act, 1998 (the export I read carries "Consolidation Period: From December 31, 2025 to the e-Laws currency date") lets it make rules respecting the use of the units, common elements or assets to "promote the safety, security or welfare of the owners and of the property" or to "prevent unreasonable interference with the use and enjoyment" of them. Subsection (2) requires those rules to be "reasonable and consistent with this Act, the declaration and the by-laws."
And anything fixed in place is a separate question. Section 98 (1) lets an owner make "an addition, alteration or improvement to the common elements that is not contrary to this Act or the declaration" only where the board has approved it by resolution and the owner and corporation have signed an agreement that "allocates the cost" and "sets out the respective duties and responsibilities." A pot is a pot; a bolted planter box, a trellis or a drip line is section 98 territory.
The Act itself never uses the word "balcony": zero hits across the full consolidated text, searched on the stem "balcon" so every form would catch. What you may keep out there comes from your declaration and rules, not the statute. And none of the ten will overwinter outdoors here; they are tropical foliage plants.
Frequently asked questions
How dark is too dark?
Below 25 foot-candles you are under the lowest band UF/IFAS categorises at all. Measure before you assume: a corner that reads dim to the eye often is not.
Is a snake plant safe around cats?
No. The ASPCA lists it toxic to dogs and cats. Because it is a saponin plant rather than a calcium-oxalate one, the "severity is low" note quoted above does not describe it, though NC State independently rates its poison severity low.
Should I mist my plants in a Toronto winter?
The Toronto Master Gardeners list misting leaves with tepid water (daily, and "morning is best in somewhat cooler conditions") as one option alongside pebble trays, grouping pots and a small room humidifier, and warn that "too much moisture, however, may enable the transfer of disease, so it is important to ensure good air circulation around the plants." That caveat belongs to grouping, not misting: keep air moving between grouped pots. Pebble trays carry no such note and need no daily effort.
