Key takeaways

  • Eight of 26 GTA shops checked on September 28, 2026 post a current changeover price. A swap with tires already on rims runs $29.95 plus HST (Clarington Kia, weekday evenings) to $80 at a shop, and $80 to $160 at your driveway.
  • Mount and balance, for drivers with one set of rims, runs $89.95 plus HST at Clarington Kia to $170 at the Wheels on Wheels shop. Taylor Tire in Markham charges $100 to $140 a set by rim size.
  • Regulation 664 (R.R.O. 1990), s. 14.1 (3), has required insurers to offer a winter tire discount on private passenger policies since January 1, 2016. It sets no amount, no date window and no definition of a winter tire.
  • Four of 13 insurers publish their own figure: CAA 5% (tires on by November 20, off no earlier than April 15), The Personal up to 5%, Co-operators up to 5% and Onlia 2%, a page that also says 1% to 2.5%.
  • Five shops price storage on its own, from $60 at Mr. Memo Auto (period not stated) to $200 a season at Taylor Tire. Clarington Kia includes storage free with a swap.

A winter tire change in the GTA costs $29.95 plus HST to $80 at a shop when your winter tires are already on their own set of rims, and $80 to $160 at your driveway. The $29.95 is Clarington Kia's weekday evening rate. When the shop has to take tires off your wheels and mount the other set, posted shop prices run $89.95 to $170. Those ranges come from 7 of the 26 GTA tire shops, dealerships and mobile services we checked on September 28, 2026. One more posts a current swap price with no stated unit. The other 18 post no current changeover price. Ontario law makes every insurer offer a winter tire discount on private passenger car policies, but it doesn't say how big. Of 13 insurers we checked, four publish a figure, and the highest is 5%.

What GTA shops charge for a winter tire change

There are two jobs, priced very differently. An on-rim swap means your winter tires sit on a second set of wheels. The shop bolts one set off and the other on, which three shops say takes about 30 minutes. An off-rim change means you own one set of wheels. The shop pulls one set of tires off, mounts the other and balances each wheel. Balancing means spinning the wheel on a machine and adding small weights so it doesn't shake at highway speed.

The cheapest price comes with a condition: Clarington Kia's $29.95 plus HST is its weekday evening rate. CAA South Central Ontario's mobile service is for members only, in select areas, on residential driveways, and "Your tires must be mounted on rims." At your location, Wheels on Wheels charges $80 for each additional vehicle after the first. A dealer's regular price for a bundled swap can run far higher. On September 28, OpenRoad Honda Brampton's page gave $209.99 as the regular price of its on-rim swap with balancing and a brake inspection, beside a $149.99 plus HST offer that ended September 30, 2026.

Bramalea prices this job per tire, so a set of four starts at 4 x $29.99 = $119.96 before HST.

What the posted price covers, and what it doesn't

  • Balancing. Rexdale Tire & Oil includes it in its on-rim job. Clarington Kia charges $49.95 plus HST to add it to a swap. Bramalea Tire lists it separately from $19.99 per wheel, and Taylor Tire at $20 a wheel. Mr. Memo Auto's page describes its $60 on-rim price both as "Swap and torque" and as including "mounting, balancing, and installation".
  • Wheel size. Rexdale's from-$50 price covers wheels up to 18 inches. Bramalea's $74.99 covers sets up to 21 inches. Rexdale, Bramalea, Taylor and Wheels on Wheels charge, or may charge, more for bigger wheels, run-flats, trucks or specialty setups.
  • Tax. Only 4 of the 8 shops with a current price say whether HST is included: CAA, Bramalea Tire, Taylor Tire (its rate card page says "Prices before tax") and Clarington Kia. Rexdale, Mr. Memo, Wheels on Wheels and Leprecon don't say, so ask whether tax is extra.

Leprecon Rim Repair in Concord posts a $20 "Wheel Swap" ($25 for pickups and SUVs) without saying whether that's per wheel or per vehicle. The same page prices "Wheel installation" at "$20 each", so the swap may be per wheel. Because its unit isn't stated, it's left out of the ranges.

Tire storage costs $60 to $200, so read the renewal clause

Five shops price storage on its own. Two more fold it into a swap: Wheels on Wheels and Clarington Kia.

At Wheels on Wheels, storage adds $170 - $80 = $90 to an on-rim swap at its shop.

The other half of a storage deal is what happens if you don't come back. Active Green + Ross publishes its storage agreement. Its term is six months, and it renews on its own: "By leaving the Tires in the Company's possession the Customer has agreed to renew." Each renewal can cost up to 15% more than the last. If you don't pay, the company sends written notice under Ontario's Repair and Storage Liens Act. After 60 days with no reply, your tires are treated as abandoned and can be disposed of. The Tire Terminal in Mississauga says it plainly: "Tires that have been left from the last season will be charged at their next visit." If you sell the car or change shops, collect the tires.

What Ontario law says about the insurance discount

The rule sits in Regulation 664 (R.R.O. 1990) under Ontario's Insurance Act, section 14.1 (3). Insurers "shall use" this element when they set rates for private passenger vehicles. It reads: "For contracts issued or renewed on or after January 1, 2016, a discount in the rate of insurance in respect of an automobile that is equipped with winter tires."

In plain words, every insurer has to offer some discount on a car with winter tires. The regulation sets no amount, no date window, no number of tires, no proof and no definition of a winter tire. The 2016 rate filing guidelines from FSCO, the regulator before FSRA, add that the discount "is mandatory on only the PPA insurance category", meaning private passenger cars. When Ontario announced the rule in 2015, it told drivers to contact their insurer "to determine the amount of the discount they offer and the documentation they require". FSRA, Ontario's insurance regulator, puts it this way: "All insurance companies must offer a discount if you install winter tires on your vehicle. Ask your insurer how to qualify."

So the size of the discount, the dates your tires must be on and the paperwork are each insurer's call. belairdirect's blog describes the Ontario discount as "up to 5%", but that ceiling isn't in the regulation.

What 13 insurers say they give

What 13 insurers selling in Ontario publish about their winter tire discount, read September 28, 2026
InsurerDiscount it statesConditions it states
CAA Insurance5% on the CAA auto premiumFour tires that meet the winter tire designation, on by November 20, off no earlier than April 15; underwriting rules apply
The PersonalUp to 5% on the auto premiumWhen four winter tires are installed
Co-operatorsUp to 5%"Depending on your province"
Onlia2% in its discount list; 1% to 2.5% in its FAQ"Have winter tires installed"
TD InsuranceNot statedFour winter tires, December to March
AllstateNot statedAll tires must have the winter tire designation
SonnetNot statedFull set with the mountain and snowflake logo; says "most insurance companies" want them on November 1 to April 1
IntactNot stated"Please contact your broker for more details"
Aviva DirectNot statedNames a "Winter Tire Discount", no terms
belairdirectNot stated on its discounts pageIts blog calls Ontario's incentive "up to 5%"
RBC InsuranceNot statedSays the discount is mandatory in Ontario
WawanesaNot stated"In some regions, this could qualify you for a discount"
DesjardinsNot statedIts discounts page lists no winter tire discount

Four of the 13 publish a figure for their own discount. Only CAA gives an exact rate with dates: 5%, with four winter tires on by November 20 and kept on until at least April 15. TD is the only other insurer to state its own window, December to March. Five of the 13 say you need four tires or a full set. Sonnet's blog says of Ontario insurers, "Generally speaking, savings are between 2% and 5%." That's a comment on the market, not its own rate.

If you're insuring a newly bought used car this fall, ask for the discount, date window and proof in writing when you arrange coverage.

Does the discount pay for the changeover?

FSRA's average GTA premium was $2,810 a year as of October 2025, across private passenger vehicles insured over the past 12 months. Your own premium will differ.

If a 5% discount applied to that whole premium, it would be worth 5% x $2,810 = $140.50 a year. At 2%, it's 2% x $2,810 = $56.20. CAA and The Personal say their percentage comes off the premium, and Co-operators says "on your auto insurance". None shows a dollar example, so treat these as the best case.

Two on-rim swaps a year at Bramalea Tire cost 2 x $74.99 = $149.98 before HST. Add storage for two six-month seasons, 2 x $94.99 = $189.98, and the year comes to $149.98 + $189.98 = $339.96. Two daytime swaps at Clarington Kia cost 2 x $49.95 = $99.90 plus HST, with storage included. Before tax, $140.50 covers two daytime swaps at Clarington Kia and falls $149.98 - $140.50 = $9.48 short of two at Bramalea Tire. It doesn't cover paid storage too.

Ontario's winter driving page says winter tires shorten braking distances "by as much as 25%" and tells drivers to install four.

When to switch in the GTA

The 7 °C guidance is the tire industry's. The Tire and Rubber Association of Canada says: "As soon as the temperature consistently dips below 7°C drivers should change over to winter tires." Ontario's page says all-season tires "can start to lose grip at 7°C".

We checked Environment and Climate Change Canada's 1991-2020 climate normals (the long-run average for each month) at four GTA stations against that line.

Average daily temperature, 1991-2020 climate normals, four GTA stations, against the 7 °C changeover line
StationOctoberNovemberMarchAprilMonths below 7 °C
Toronto (City)11.25.21.77.8November to March
Toronto Pearson (Airport)10.04.10.67.0November to March (April sits at 7.0)
Toronto Buttonville (Airport), Markham9.43.3-0.26.5November to April
Oshawa9.53.90.36.2November to April

November is below the line at all four stations, and October is above it at all four. On these averages, the line is crossed between October and November, and CAA's November 20 deadline falls in a month that averages below it at every station. Spring splits the region. April averages 7.8 °C downtown but only 6.5 °C in Markham and 6.2 °C in Oshawa. Fountain Tire's Vaughan page says to switch back when temperatures "consistently stay above 7°C", and on average Markham and Oshawa aren't there in April. These are long-run averages, and ECCC's codes allow missing years: Toronto (City) and Buttonville meet the WMO rule of no more than five missing years, Pearson has at least 25 years and Oshawa at least 20.

Studded tires and the snowflake symbol

For most GTA drivers, studded tires aren't an option. Section 9 of Ontario's tire regulation allows studs only from September 1 to May 31. Even then, the permit holder must be a Northern Ontario resident, business, municipality, road authority or school board, or the Ontario government. The one other exception is a permit holder who is "not a resident of Ontario", with the vehicle in the province "for no longer than 30 days." No GTA municipality is in the regulation's list of northern districts. A vehicle rated 3,500 kg or less needs studs on every wheel, unless it's a visiting non-resident's. Breaking a tire rule carries a fine of not more than $1,000 under section 70 of the Highway Traffic Act, and more for a commercial vehicle.

Canada's Motor Vehicle Tire Safety Regulations define a winter tire as one that passes a snow traction test and carries the symbol on a sidewall. Transport Canada has found the symbol on "some tires that don't meet the winter tire test criteria," and consulted on limiting it to tires that pass. That consultation closed February 18, 2025.

Before you book

Ask five questions:

  • Are my tires on rims, and what is your price for that job?
  • Is balancing included, or extra per wheel?
  • Is there a wheel-size limit on the posted price?
  • Is HST included in the number you just gave me?
  • If you store my tires, how long is the term, and does it renew on its own?

Frequently asked questions

How much does Canadian Tire charge to change winter tires?

Canadian Tire's auto service, tire maintenance and seasonal changeover pages, read September 28, 2026, carry no changeover price, so ask your store. Posted GTA prices for a swap on rims run $29.95 plus HST to $80 at a shop and $80 to $160 at your driveway.

How much should a seasonal tire change cost?

With tires on rims, posted shop prices run $29.95 plus HST (Clarington Kia, weekday evenings) to $80 (Wheels on Wheels). At your driveway, it's $80 to $160. Off rims, shops post $89.95 to $170.

What does a winter tire change cost without rims?

It's a mount-and-balance job. The lowest posted set price is $89.95 plus HST at Clarington Kia and the highest in a shop is $170 at Wheels on Wheels. Bramalea Tire charges from $29.99 per tire.

How much does a winter tire change cost at Costco?

Costco's Markham tire centre posts no changeover price. It says a tire purchase "includes installation at No charge", with rotation and balancing for the life of the tire. Ask what it charges for tires bought elsewhere.

What does Mr. Lube charge for a winter tire changeover?

Its Toronto tire change page, which lists three stores, posts no price. Ask for the on-rim price and whether balancing is included.

How much do 4 new winter tires cost?

It depends on the car. One posted example: Clarington Kia's package for a K4, Seltos, Soul or Niro is $1,333.95 plus HST. That buys Continental VikingContact 8 tires on steel rims, installed, with the OTS (tire recycling) fees included, the page says. Tire pressure sensors are $250 plus HST extra.

Is the winter tire insurance discount mandatory in Ontario?

For insurers, yes. Regulation 664, section 14.1 (3), has required a discount on private passenger policies since January 1, 2016, but it doesn't set the size. The highest published figure is 5%: CAA's flat rate, and "up to 5%" at The Personal and Co-operators.

Do all-weather tires qualify for the insurance discount?

The regulation doesn't say. CAA and Allstate tie the discount to the "winter tire designation" and Sonnet to the snowflake logo, which federal rules tie to a snow traction test. Ask your insurer in writing.

Can I use studded tires in Toronto?

Not on a car registered to you as a GTA resident. Studs are allowed September 1 to May 31 only for Northern Ontario permit holders, a few public bodies, and drivers from outside Ontario for 30 days or less. The fine is up to $1,000.

How this guide was made

Checked on September 28, 2026. We read the Ontario regulation that requires the winter tire discount (Regulation 664 under the Insurance Act, through the e-Laws consolidation), FSRA's consumer pages, the Highway Traffic Act and its tire regulation, the federal tire safety regulations, and Environment and Climate Change Canada's 1991-2020 climate normals for four GTA weather stations. We opened the winter tire discount pages of 13 insurers selling in Ontario and the changeover, storage, specials and coupon pages of 26 GTA tire shops, dealerships and mobile services, and read the raw page code of every priced page so a struck-out or hidden price could not pass as live.
