Key takeaways
- Of 27 GTA plumbing company websites checked on September 7, 2026, five publish their own call-out or dispatch fee: $49 at The Great Plumbing Co., $120 to $220 at Tornado Plumbing, $149 at Superior Plumbing, $149 at Nuvera Plumbing and $160 at Ankor Plumbing Service GTA.
- Four publish their own hourly rate: $75.00 at A to Z Plumbing & Drain, $110 at Ankor after the first hour, $120 to $190 at City Rooter and $200 at Cheap Plumber, rising to $220 in a condo.
- Eight of the 27 publish their own rate for a visit or an hour of labour, and only two of those eight say whether Ontario's 13% HST is included.
- Toronto charges $23.20 for each plumbing fixture in a single family dwelling, but a minimum fee of $214.79 applies to all work, so three fixtures at 3 x $23.20 = $69.60 still cost $214.79.
- Sixteen of the 27 sites publish no rate of their own at all, neither a fee to attend nor an hourly rate, and one company's page titled Hire Plumber Rates Toronto contains no dollar figure at all.
Two numbers decide what a plumber costs you in Toronto. One is the fee to send someone to your door. The other is the rate for the time they spend there. We read 27 GTA plumbing company websites on September 7, 2026. Five publish their own call-out fee, and it runs from $49 to $220. Four publish their own hourly rate, and it runs from $75.00 to $200 an hour, or $220 in a condo. Three say they charge nothing to attend. The other 19 never say what a visit costs. Three of those publish an hourly rate instead, and the remaining 16 publish no rate of their own at all.
What it costs before anyone touches a pipe
A call-out fee is the charge for sending a plumber out at all. Companies also call it a dispatch fee, a trip charge or a service call. It is the first line on the bill, and it is the number a homeowner is least likely to be told in advance.
Five of the 27 companies publish theirs. Each figure below comes from that company's own page, quoted from the single line item it sits on.
| Item | Low | High | Unit |
|---|---|---|---|
| The Great Plumbing Co. | $49 | $49 | per service call, waived with any service repair |
| Tornado Plumbing & Drains | $120 | $220 | diagnostic or service call where there is no repair, often credited toward the repair if you proceed |
| Superior Plumbing & Heating | $149 | $149 | flat rate for a plumber call, plus tax, deducted from the total if you proceed |
| Nuvera Plumbing | $149 | $149 | flat dispatch fee overnight and on holidays, credited to any approved repair |
| Ankor Plumbing Service GTA | $160 | $160 | service call plus tax, covering travel and the first hour of labour |
These five fees are not the same product, so do not rank them. Superior Plumbing's $149 comes off the bill if you go ahead. Nuvera's $149 is credited to any approved repair, and it applies overnight and on holidays. Tornado's $120 to $220 is what you pay when there is no repair. The Great Plumbing Co. waives its $49 on any service repair. Ankor's $160 already buys the first hour of labour, so it is part of the work rather than a charge on top of it.
Three more companies publish the opposite. DrainWorks Plumbing promises "clear, written quotes, with no hidden fees or unwelcome surprises, and no call-out fees". Mr. Rooter Plumbing of Toronto says "there's no call-out fee for the visit". AquaRescue says it does not charge a fee to show up at your home for non-emergency calls.
That leaves 19 sites that say nothing either way about the fee to attend. One of them is worth naming. Priority Plumbing & Drains links a page from its navigation called Plumbing Rates, titled Hire Plumber Rates Toronto. The page explains at length what makes plumbers worth paying. It contains no dollar figure at all.

| Premier Plumbing | Toronto market estimate only | Market estimate only |
| Priority Plumbing & Drains | No figure on its own rates page | No rate published |
| Saving Plumbing | Market estimate, stated as not its own prices | Market estimate only |

| The Great Plumbing Co. | $49 service fee | Own rate published |
| Tornado Plumbing & Drains | $120 to $220 diagnostic or service call | Own rate published |
Eight sites publish their own rate for a visit or an hour of labour. Ten publish a Toronto market estimate instead, which is a guess about other companies rather than a promise about themselves. Saving Plumbing is the only one that says so outright, warning that the figures in its table do not represent its own prices. Six publish no rate at all.
Publishing no rate is not the same as publishing no price. AquaRescue and DrainWorks Plumbing name no hourly rate anywhere, and both list flat prices for named jobs, which are in the table further down.
The four hourly rates GTA plumbers actually publish
| Item | Low | High | Unit |
|---|---|---|---|
| A to Z Plumbing & Drain | $75 | $75 | per hour, its own posted rate |
| Ankor Plumbing Service GTA | $110 | $110 | per additional hour plus tax, after the service call covers the first hour |
| City Rooter | $120 | $190 | per hour, on a page whose footnote calls all its pricing the company's standard service rates |
| Cheap Plumber | $200 | $220 | per hour, labour only, weekdays 7.30 am to 5.00 pm, condo rate at the high end |
Cheap Plumber attaches the most conditions, and they are the ones every reader should ask about. Its rate is labour only. Owners supply their own fixtures and faucets. The price holds Monday to Friday, 7.30 am to 5.00 pm. Premium charges apply after hours, at weekends and on holidays. A parking fee applies if one is needed.
Two of the four pages disagree with themselves. City Rooter presents its $120 to $190 as an average for Toronto, then footnotes the whole page: "All pricing listed on this page reflects our standard service rates and estimates based on typical conditions." That footnote is why it counts here as the company's own rate. Its own frequently asked questions, on the same page, say "City Rooter charges $80 per hour". Cheap Plumber's headline rate card says $200 an hour, and its own questions section says the standard hourly labour rate "starts at $150 per hour ... plus a standard service call fee". Ask which figure applies before you book.
For a benchmark outside the study set, HomeStars, the contractor review site, puts Toronto plumbers at $95 to $150 an hour for standard services and says many companies add a call-out fee of around $150 to $200.
Only two of the eight say whether the tax is in the price
Ontario's harmonized sales tax is 13%, and it applies to plumbing work. The number on the page usually does not include it. Of the eight companies that publish their own rate for a visit or an hour, only Ankor Plumbing Service GTA and Superior Plumbing & Heating say so. Ankor writes "+ tax" beside every figure. Superior writes "plus tax". The other six say nothing, so treat their numbers as amounts you still have to add tax to.
Everest Plumbing publishes the only sample invoice in the set that shows the whole bill. A downtown faucet replacement runs 1.5 hours at a minimum, billed at $110.00 an hour for $165.00 of labour. The faucet is $130.00. The downtown service charge is $65.00. That is a subtotal of $360.00, then HST at 13% of $46.80, for a total of $406.80. Labour is $165.00 of that $406.80 bill. Everything else is parts, travel and tax.
Saving Plumbing sets the arithmetic out in full on its own guide: "Plumbing cost = service or diagnostic charge + labour + parts and materials + specialized equipment + applicable after-hours charges + HST." Only the second item on that list is the hourly rate. That is why two companies quoting the same rate can send you very different bills.
Flat prices for the jobs people actually call about
Several companies price common jobs as a single number instead of by the hour. Each row below is one company's own line item.
| Item | Low | High | Unit |
|---|---|---|---|
| A to Z Plumbing & Drain, main drain or sewer pipe cleaning by power snaking machine | $140 | $180 | per job |
| DrainWorks Plumbing, sewer drain cleaning | $195 | $195 | typically starts at |
| DrainWorks Plumbing, clogged toilet | $195 | $295 | typical price range |
| AquaRescue, drain line cleaning | $220 | $280 | published range |
| City Rooter, unclogging a shower drain with a snake | $225 | $225 | starting rate |
| City Rooter, unclogging a tub with a snake | $225 | $225 | starting rate |
| City Rooter, main drain through an accessible cleanout | $325 | $325 | starting rate |
| City Rooter, main drain via the toilet flange, toilet reinstalled | $450 | $450 | starting rate |
| City Rooter, unclogging a kitchen sink with a snake | $350 | $350 | starting rate |
| City Rooter, toilet installation | $200 | $500 | labour only |
| City Rooter, faucet installation | $245 | $245 | from, hand sink single faucet |
| Ankor Plumbing Service GTA, main drain clearing, single family home with an accessible cleanout | $560 | $560 | plus tax |
Snaking means pushing a motorised cable down the drain to break up the blockage. The same job carries very different prices depending on where the plumber can get in. City Rooter charges $325 to clear a main drain through an accessible cleanout, which is a capped opening in the pipe, and $450 when it has to go through the toilet flange and put the toilet back.
After hours, everything moves. Tornado Plumbing puts the 2026 Toronto after-hours premium at $80 to $200 over standard daytime dispatch. Anta Plumbing estimates after-hours work at $200 to $350 an hour, plus a call-out fee of $130 to $455 that usually includes the first hour. Dr. Plumbing advertises no overtime surcharge at all.
When a plumbing job needs a City permit, and what it costs
Not every plumbing job needs a permit, and Toronto draws the line by the work rather than by the size of the project. The City's own list requires a permit to "install or modify heating and or plumbing systems", to "install a backwater valve" and to "install a backflow prevention device". On the other side, "repairing and replacing plumbing fixtures" is listed as work that does not require a permit, and the City states plainly that "a building permit is not required to install a sump pump". Read that exempt side carefully. The City calls its entries "examples", warns that the list "is not exhaustive and judgment should be used", and adds that "even if a building permit is not required, compliance with the Zoning Bylaw is required".
When the work does need a permit and is not part of a bigger building project, it is a stand-alone plumbing permit. The City's fee schedule effective January 1, 2026 sets these rates. Each plumbing fixture in a single family dwelling is $23.20. A backwater valve, which is a flap that stops sewage backing up into your basement, is $38.67. Buried water service, sanitary and storm piping for a house is a $214.79 flat fee.
Those per-item rates are usually swallowed by the minimum. The City charges a minimum fee of $214.79 for all work. Three new fixtures at 3 x $23.20 = $69.60, so the permit still costs $214.79. Dividing $214.79 by $23.20 gives 9.3, so the per-fixture rate only starts to matter above nine fixtures. Start the work before the permit is issued and the City adds 50% of the permit fee or $214.79, whichever is greater.
Do not take those figures from a plumber's cost guide. Premier Plumbing's guide tells Toronto homeowners that a basic plumbing permit "starts at $205, which covers up to five fixtures", that extra fixtures "add $16 each", that backwater valve permits "cost $121" and that a water service replacement needs "a separate permit of $245". None of those four figures appears in the City's own 2026 schedule, and the schedule has no five-fixture allowance in it.
What to ask before you book
Plumber is one of Ontario's compulsory trades. Skilled Trades Ontario says that "because this trade is compulsory, to practice this trade legally in Ontario a person must hold a Registered Training Agreement, Provisional Certificate of Qualification or Certificate of Qualification". The duty runs to you as well. Ontario says you "cannot employ or otherwise engage someone to do compulsory trade work, unless they are authorized under the BOSTA to do that work (or are exempted)". BOSTA is Ontario's skilled trades law.
So the cheap hour is not always the cheap job. Ask five questions on the phone, and write the answers down:
- What is the call-out fee, and does it come off the bill if I go ahead?
- Is the first hour included in that fee, or billed on top of it?
- What is the minimum billing time?
- Is HST included in the number you just gave me?
- Who pulls the permit if this job needs one, and is the fee in your quote?
Ontario also tells homeowners to keep down payments small, suggesting 10%, and never to pay in full before the work is done. If a written estimate is part of your contract, the final price cannot be more than 10% above it, unless you agree to new work or a new price and sign a change.
Frequently asked questions
How much does a plumber charge per hour in Toronto?
Four of the 27 GTA companies we checked publish their own hourly rate. A to Z Plumbing & Drain posts $75.00 an hour. City Rooter posts $120 to $190. Cheap Plumber posts $200 an hour, or $220 in a condo, for labour only on weekdays. Ankor Plumbing Service GTA posts $110 an hour plus tax once its service call has covered the first hour.
What's the going rate for a plumber in Ontario?
There is no single going rate, and the answer depends on the hour of the day. For a licensed plumber in normal business hours, A Plus Plumbing's guide estimates $90 to $150 an hour and Everest Plumbing's estimates $110.00 to $200.00. HomeStars puts standard Toronto work at $95 to $150 an hour. After hours is a different market: Anta Plumbing prices its emergency hourly rate, charged after the call-out, at $300 to $520 an hour. Anta's guide gives two after-hours figures on the same page, that rate after the call-out and a $200 to $350 span with the call-out fee added, so read whichever one the quote uses. All of those are estimates about the market, not quotes you can hold anyone to.
How much does a plumber cost for 3 hours?
Work it out from a published rate card. Ankor Plumbing Service GTA charges $160 plus tax for the service call, which covers travel and the first hour, then $110 plus tax for each hour after that. Three hours is $160 + (2 x $110) = $380 before tax. With Ontario's 13% HST, $380 x 1.13 = $429.40. Ankor also says "the rate is per technician", so a job that needs two people is billed twice over.
How do I know if I'm overpaying a plumber?
Compare the whole visit, not the hourly rate. Everest Plumbing's own sample invoice shows why. Labour of 1.5 hours at $110.00 an hour is $165.00, but the bill also carries $130.00 for the faucet, a $65.00 downtown service charge and $46.80 of HST, for $406.80. A low hourly rate with a big trip charge and a long minimum can cost you more than a high rate with neither.
Is the call-out fee taken off the bill if I go ahead with the work?
Often, and the page usually says so. Superior Plumbing & Heating says its $149 call-out "will be deducted from the total cost of the work". Nuvera Plumbing credits its $149 overnight and holiday dispatch fee to any approved repair. Tornado Plumbing says its $120 to $220 diagnostic is often credited. The Great Plumbing Co. waives its $49 fee with any service repair.
Do I need a permit for plumbing work in Toronto, and what does it cost?
It depends on the work. Toronto requires a permit to install or modify a plumbing system, to install a backwater valve and to install a backflow prevention device. Repairing and replacing plumbing fixtures does not need one, and neither does installing a sump pump, though the City says those are examples and the list is not exhaustive. Where a permit is needed and the job stands alone, the City charges $23.20 for each fixture in a single family dwelling and $38.67 for a backwater valve. A minimum fee of $214.79 applies to all work, so a small job pays $214.79 whatever the per-item rates add up to.

How this guide was made
Checked on September 7, 2026. We opened 27 GTA plumbing company websites and read the rates, pricing or cost page on each site that has one, then classified every site by whether it publishes its own call-out fee, its own hourly rate, a Toronto market estimate, or no figure at all. Every price is quoted from the single line item it appears on, with the condition the company attaches to it, and a price a company advertises for its own work is kept apart from an estimate it publishes about the market. Permit fees come from the City of Toronto's own fee schedule effective January 1, 2026, never from a contractor's guide. Licensing rules come from Skilled Trades Ontario and ontario.ca.
