Across five GTA HVAC firms the published prices for central air run from $3,199 to $8,500 and up: a spread between companies, not anybody's quote. The most GTA-specific single figure on offer is HVAC Market's: for "an average-sized home in the Greater Toronto Area", a mid-efficiency 2.5-ton system "usually ranges from $3,200 to $5,500, including installation". A ductless mini-split is $3,000 to $5,000 per zone; a cold-climate heat pump, which cools identically, is $5,000 to $14,000 before rebates and is the only one of the three any Ontario rebate touches. Where you land is not set by floor area. Natural Resources Canada sizes cooling from a load analysis "based on building envelope characteristics", and its two worked houses land a third of a ton apart.

What each company publishes for an installed AC

Each figure is the price the named company publishes on its own site, read 25 August 2026. Alliance Energy Source quotes its bands for Toronto, North York, Richmond Hill and Markham.

The spread inside one size band is enormous: HVAC Market's 2.5-ton box runs $3,199 to $6,000 and Alliance leaves its top end open at "$8,500+". The rental providers are no tighter: Reliance frames $5,500 to $12,000 as Canada-wide, and Enercare's single page gives two answers: "on average, a new high-efficiency air conditioner costs $3,995 to $6,000", but "a new high-efficiency central air conditioner in Ontario usually costs $3,500 to $6,000". The narrower question gets the lower floor: $3,995 − $3,500 = $495 below the general one. Get three quotes.

What the size actually depends on

Not square footage. Natural Resources Canada's Air-Source Heat Pump Sizing and Selection Guide.pdf) calls the method a load analysis that "determines design loads based on building envelope characteristics", and its two worked houses show why: a new three-storey ENERGY STAR townhome at a design cooling load of 19,200 Btu/h, an older two-storey after full envelope retrofits at 23,519 Btu/h, labelled 2.0 tons, fixing the conversion at 12,000 Btu/h per ton. The gap is 23,519 − 19,200 = 4,319 Btu/h, about a third of a ton, and no floor area is published for either.

Be precise about its force: NRCan says codes require capacities to be set under CSA F280 "for all new residential construction", and that it "can also be used" on existing houses with extensive envelope upgrades. An ordinary AC swap in an older GTA house is neither: F280 is the benchmark there, not a rule you break by skipping it.

Read the band the source's way. NRCan's target is 80 to 125 per cent of the design cooling load, credited to HRAI design training "often referenced in Building Codes", and the full band stands for a cooling job: the "match cooling output to the high end" instruction belongs to Option 4B, balanced heating and cooling, while Option 4A, emphasis on cooling (what an AC buyer is doing), says only "match output to target". What NRCan does say, when working backwards from an existing unit, is that "to prevent undercooling and client call-backs, it is common field practice to size cooling appliance output at between 100% and 125% of DCL". Oversizing is not free headroom either (Megacity HVAC: oversized units "short-cycle and leave your home clammy").

Two physical ceilings cap the size, and NRCan names both: "the maximum airflow capacity of the existing supply ducts" (its worked example, an 8-by-22-inch trunk plus two 6-inch rounds, is 1,453 CFM) and "the available breaker rating in the main electrical panel". Ask for the calculation in writing.

The heat-pump alternative, and why it changes the arithmetic

A cold-climate air-source heat pump cools as an air conditioner does and heats as well, for more up front: Megacity HVAC publishes $5,000 to $14,000 before rebate, a 3-ton system on existing ducts at $7,500 to $10,000; Imperial Heating $8,000 to $15,000 for cold-climate models; Reliance a central heat pump at $6,999 and up against $5,499 and up for central AC. The rebate closes the gap, by an amount set by your heating fuel. From the Home Renovation Savings Program's rebate page:

  • Electricity, oil, propane or wood heat: $1,250 per ton, up to $7,500: six tons to reach the cap; a three-ton job returns 3 × $1,250 = $3,750.
  • Enbridge Gas customer on natural gas: $500 per ton, up to $2,000: four tons caps it; three tons returns 3 × $500 = $1,500.

Three details quotes gloss over. The incentive is "calculated based on the minimum rated heating capacity at 8.3C (47F)": rebate tons are heating tons, not the cooling tonnage on the box. Pre-approval is mandatory ("installations done before approval are not eligible"), the unit must be on NRCan's qualified products list, and the installer must be on the program's participating-contractor list, which is closed for now, since "contractor registrations are currently paused". And the permit answer differs from an AC's: a heat pump heats, Toronto's permit-required list names "Install or modify heating and or plumbing systems", and the only heating item on the exempt list is "Replacing a furnace or boiler in a house". Ask Toronto Building first.

Rent or buy

Enercare publishes both halves, so the arithmetic is checkable: a purchase "starting from $4,295 including standard installation" and a rental "starting from $72 per month". The figures use $72 because Enercare pairs it with $4,295 in its own buy-versus-rent table; its "as low as $67 per month" elsewhere moves the answer.

  • A year of rent: 12 × $72 = $864; at the cheaper rate, 12 × $67 = $804.
  • Break-even: $4,295 ÷ $864 = just under five years, but $4,295 ÷ $804 = 5.34, just over.
  • Over a 15-year life (Reliance puts central AC at "15 years or longer"), renting costs 180 × $72 = $12,960 against $4,295 to buy, a gap of $12,960 − $4,295 = $8,665. That assumes the rate holds for 180 straight months, which Enercare does not promise: its AC pages publish a starting rate, not a cap.

Renting buys away repair risk, which Enercare prices itself: a faulty AC fan motor is $731.00 + tax on equipment you own ($697, plus $317 for a fan blade, on its rental page) and $0.00 on equipment you rent. Three motors at 3 × $731 = $2,193 still do not close an $8,665 gap. Rent if a four-figure surprise would be a real problem, not because the total is lower.

If you already rent, the buy-out is a percentage of the original Total Installed Cost: 61 per cent at 10 to under 11 years, 43 per cent at 12 to under 13, 5 per cent at 15 and older. On Enercare's own $4,295 starting price, a 10-year-old unit is 0.61 × $4,295 = $2,619.95, after 120 × $72 = $8,640 of rent paid; at 15 years, 0.05 × $4,295 = $214.75. Those are illustrations: Enercare calls the schedule "a sample version … for reference only", taxes are extra, and your real figure is on page one of your agreement.

Renting a heat pump cuts the rebate, unless you heat with gas

The Home Renovation Savings Program pays a rented cold-climate air-source heat pump $500 per ton, up to $2,000, whatever fuel you heat with. A gas-heated household loses nothing by renting: $500 per ton either way. An electrically heated one does: at three tons, buying returns 3 × $1,250 = $3,750 against 3 × $500 = $1,500 rented, a difference of $3,750 − $1,500 = $2,250. The $7,500 − $2,000 = $5,500 gap people quote appears only at six tons, where both caps bind. And rebate tons are heating tons, so six is further off than a nameplate suggests.

Rebates and financing that exist for cooling

No Ontario rebate covers a standalone air conditioner. Save on Energy's Home Renovation Savings list covers heat pumps, ground-source systems, heat pump water heaters, windows and doors, insulation, air sealing, thermostats, solar and appliances, not central air.

Toronto will finance one, which is not the same thing: the City's Home Energy Loan Program names "high-efficiency furnaces/boilers/air conditioners" on its eligible list and lends on the tax bill at 4.46 per cent over 15 years, fixed until 30 September 2026. The cap is $125,000 or 10 per cent of your property's current value assessment, "whichever is less". On most Toronto houses the CVA test binds first. Anything but a heat-pump-only or solar-only project needs an EnerGuide assessment.

The line items that inflate a quote

Megacity HVAC is the only firm here that publishes the components: equipment $1,800 to $4,500 and labour $1,000 to $1,800, against a typical total of $3,500 to $6,500. So the box is roughly half the bill ($1,800 of a $3,500 job, $4,500 of a $6,500 one), and everything below is where quotes diverge.

The adders that blow a quote up are structural:

  • Ductwork. Canada Energy Solution: minor sealing $200 to $600, modifications $500 to $2,000, full replacement in a detached home $5,000 to $15,000. Imperial Heating budgets $500 to $1,500 extra for 1960s–70s Scarborough and North York ducts. This is where the cooling exemption stops being obvious: Toronto lists "Install or modify heating and or plumbing systems" as permit-required, calls its exempt list "not exhaustive" and requires Zoning Bylaw compliance either way, so price duct work after a call to Toronto Building.
  • Electrical. A dedicated circuit $300 to $700, a 100-amp to 200-amp panel upgrade $2,000 to $4,500 (Canada Energy Solution); Imperial Heating puts panel work at $500 to $2,000.
  • First install, not a replacement. New lines, wiring, a pad, often a thermostat: Imperial Heating adds $1,000 to $2,500 and turns one day into two or three.
  • Small stuff (Canada Energy Solution). Condensate drain line $100 to $300, long line-set run $200 to $500, licensed refrigerant recovery $150 to $400.

Check which permit the line is for

Three of the companies cited here carry a Toronto permit line between $150 and $400. The City's own list of work that does not require a building permit includes "the installation of additional cooling systems … in a house", with two caveats attached: the list is "not exhaustive and judgment should be used", and "even if a building permit is not required, compliance with the Zoning Bylaw is required". The permit-required list on the same page names "Install or modify heating and or plumbing systems", so a heat pump or duct change is a question for Toronto Building, not an assumption. The unavoidable fee is electrical: ESA says "almost all electrical work requires filing a notification of work" and "you must file a notification of work before starting electrical work"; your contractor files it, and the minimum residential fee is $88.
